MINUTES FROM JUNE 28, 2011, 10:00 a.m.

Regional Health Department

 

 

Members present:  Phillip Green, Stan Mitchell, Lori Barker, Brian Davis, Tom Meness, Joe Garner, Rob Adcock, Gary Duren, Tim James, Kelly Edmison, Jerry Williams, Danny Jowers, Campbell Rice, Charlie Grooms, Bob Stephens and Art Ross.

 

The meeting was called to order by Chairman, Phillip Green.

 

The minutes from April 2011 meeting were presented for approval.  Joe Garner made a motion to accept the minutes, and Tom Meness seconded the motion.  The motion carried.

 

The minutes from May 2011 meeting were presented for approval.  Joe Garner made a motion to accept the minutes, and Tom Meness seconded the motion. The motion carried.

 

The next item on the agenda was election of officers for 2011-2012.  Sherri Hanna resigned as secretary for the LEPC.  At this time Phillip Green agreed to serve another year as chairman.  Kelly Edmison made a motion that Phillip continue, Tom Meness seconded the motion.  All approved.

 

Stan Mitchell agreed to continue as vice-chairman.  Kelly Edmison made a motion, Tom Meness seconded the motion.  All approved.

 

The floor was opened up for the secretary/recorder position.  Lori Barker was nominated by Kelly Edmison and a second from Joe Garner.  All approved.

 

Joe Garner made a motion for Tom Meness to continue as the PIO with a second from Stan Mitchell.  All approved.

 

EOC manager’s positions were tabled for the next meeting.

 

It was announced that the LEPC Conference was coming up on August 9 and 10 at Paris Landing for anyone wanting to attend.  Danny Jowers noted that he didn’t know of any funding available for the membership to attend.

 

Also announced is the Tennessee One Call meeting scheduled for July 12 in Dyersburg.

 

Both Union City Schools and Obion County School System will do NIMS compliance at in-service time.

 

Kelly Edmison noted there were a few problems with the county wide fire protection service subscription plan with the mail outs and addressing of parcels.

 

Danny Jowers and Gary Duren commented on the use of air monitoring system during the haz-mat incident with the Obion Grain fertilizer buggy.  Jerry Williams also gave details on the ethanol spill at grain producers.

 

There was talk of the UHF grant by county fire chiefs association.  They are still waiting on the release of the grant by the federal government.  Kenton Fire Department will be the host department.

 

Danny Jowers reported at the District 9 Homeland Security meeting in Trenton last month, there was a 70% cut in funding for this year.

 

Danny Carr will teach ICS 300 & 400 classes in Obion County for those still needing training.

 

Other training opportunities:

 

  • Vanessa K.  – Obion County Library  – July 12, 13, 14
  • Forrestry/Wildland class in September
  • First Responders classes starting July 23
  • Second part of Rescue classes at GPRE in September ; also a tabletop exercise and practical drill on spill control with booms

 

Jerry Williams has the training certificates from the first high angle rescue training available.

 

Announcement of new input frequency at the State of Tennessee repeater in Hornbeak.  New inputs adjustments will need to be done to the existing 800 EF Johnson radios at Robin Woods Communications.

 

Danny Jowers thanked those that volunteered during the EOC activation during the flooding.

 

The next meeting was scheduled for July 26 at 6:00 p.m.

 

The meeting was adjourned at 10:58 a.m.
